LMT Board of Supervisor Update for Feb 7th and March 6th meetings

Here are a few discussions that have occurred during the February 7th and the March 6th Board of Supervisors Meetings.

 

Open Space issues

This was brought up both in the February and March meetings. They are working on an Ordinance amending the definition of Open Space within the Zoning and Subdivision and Land Development Ordinances. The intent is to clarify what is open space and what is recreational space so that developers could not do any “double dipping” as far as trying to assert credit for their work. In February they voted 4-1 to advertise this amendment. The proposed ordinance can be found here.

 

At the March meeting it was considered for full approval. There were some concerns raised from two of the Supervisors about this ordinance and a public speaker who sits on the Park and Recreation Board also expressed some concerns. Since Supervisor Ross was not in attendance at the meeting they decided to table it until all five supervisors were in attendance.

 

Consent Calendar

In March Chairperson Lewis discussed utilizing a consent agenda moving forward. This would mean that the non-controversial items would all be approved in one vote. Any supervisor could ask that items be taken off the consent calendar and members of the community could also make those requests.

 

LGBTQ+-Inclusive Local Non-Discrimination ordinance

There was a lot of discussion on whether or not to do a LGBTQ+-Inclusive Local Non-Discrimination ordinance to be prepared by solicitor. There was discussion on value of Idea of Human Relations Commission. There was a lot of debate on whether this was a necessary ordinance or not. Issues were brought up that existing PA and County law may not protect all in the Township and that there might be gaps. It was also brought up that there might be other communities that needed additional protections also. The Board of Supervisors also asked the town manager to invite the Pennsylvania Human Relations Commission (PHRC) to a meeting. The PHRC will be invited to present to the Board and the public educate on these issues.

 

Township Finance

The Town Manager reported that the $21 million from the sewer sale that was deposited into the trust has a current balance of over $23 million.

 

Stormwater Management

The Board has hired DVG to update their stormwater management ordinance for future developments. This will be a 10-month process.
